Fostering and Leveraging Opportunities for Waters Security Program (FLOWS)

Background

The Ministry of Environment, Spatial Planning and Infrastructure (MESPI) through Fostering and Leveraging Opportunities for Water Security Program (FLOWS), financed by the World Bank credit (credit number 6636-XK), offers the opportunity to apply for grants for investments in order to seek creative proposals to ensure and promote the rational and sustainable use of water in the Morava e Binces basin.

Program Objective

The objective of the Water Stewardship Grant Program (WSGP) is to promote sustainable natural resource management, increase citizens’ environmental awareness, and encourage environmental actions that address environmental challenges at a local level. Through this pilot action will start the implementation of activities to achieve tangible investments in water security, agri-environmental measures, and demand management that all support to sustain resources, improve service delivery, and build resilience in the system. This will be done through awareness raising and investment grants.

Access and opportunities to apply for these small Grants will have: 1) Community groups, 2) Civil society organizations, 3) Individuals and Businesses operating in the sub-basin of Morava e Binces.

All interested applicants in accordance with this CfP of WSGP all eligible to apply with projects in priority and focused areas based on vulnerability to climate changes, through the following criteria:

1. To promote, test and demonstrate innovative practices to increase water security, leading to improved resilience to drought and flood;
2. To enhance sustainable management of natural resources that will increase carbon sequestration potential of in the project area; and
3. To raise awareness about water security and environmental protection.

Financing

The value planned from WSGP for (CfP) is 0.3 million €.

• Minimum amount of grant: 10,000.00 Euro,
• Maximum amount of grant: 30,000.00 Euro.

The co-financing rate of the grants under the WSGP covering the total eligible investments will be 90% of the total eligible investments from FLOWS Project, whereas the applicant will co-finance the remaining 10%.

Duration of projects

The duration for the implementation of project proposals that are submitted in the grants Applications should not exceed 12 months, after contract signature.

Informative sessions on this CfP will take place as follows:

• July 4^th, 2023, from 10:00 a.m. to 1:00 p.m., in Viti, in the Municipality Hall,
• July 5^th, 2023, from 10:00 a.m. to 1:00 p.m., in Kamenica, in the Municipality Hall,
• July 6^th, 2023, from 10:00 a.m. to 1:00 p.m., in Gjilan, at the RWC Hidromorava facility.

14.07.2023          Deadline for submitting questions related to the call;

21.07.2023          Publication of answers on the website;

1. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [insert date of applicable Procurement Regulations edition as per legal agreement] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Background

The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security Project (FLOWS) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the preparation of an updated assessment of priority actions and investment needs required for the development of water storage and other new dams and accompanying infrastructure to improve the water sector of Kosovo. The activity will allow the water authorities to translate the Strategy into a cohesive set of well-justified concrete projects which are considered as a priority for the country in order to ensure a water secure future for the people, economy and the environment.

Duration of the assignment is expected to be 18 months, from consultancy contract award to finalization of reports.

The estimated budget for the assignment is Euro 1,185,000 inclusive of local taxes (VAT).

The Ministry of Environment, Spatial Planning and Infrastructure now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant is expected to fulfill the following minimum requirements:

• At least 10 years of operations proven by evidence/registration from business registry. This is applicable for each member in case of a consortium.
• The Consultant and/or any of the consortium members must have at least 10 Years of Experience preferably acquired through international projects in strategic planning of water related infrastructure projects.
• At least one assignment was executed successfully in the last five (5) years related to development of water resources investment planning based on analytical tools and participatory approaches preferably at a comparable scale of this assignment.

The shortlisting evaluation criteria are:

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

Successful Consultant must register in Kosovo as a condition for contract signature according to the legislation, or in case of a consortium, at least one of the members of the consortium must be registered in Kosovo.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and Aug 2018 for the supply of goods, works, and non-consulting and consulting services setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
