<p>The Government of Kosovo has received a credit totalling EUR 25 million from the International Development Association (IDA), to finance the Kosovo Fostering and Leveraging Opportunities for Water Security (FLOW) Project. The Ministry of Environment and Spatial Planning (MESP) has overall responsibility for the Project and is responsible for the implementation of the Project through its Project Management Team (PMT).</p>
<p>The objective of the Project is to strengthen the national capacity for managing Kosovo’s water resources for water security, and in selected basin areas, improve integrated land and water resource management practices and services, in a resilient manner.  The programmatic approach is built around two pillars of a) foundational measures for long-term transformation and b) catalytic investments that address the immediate investment needs, deliver implementation lessons, and catalyze additional integrated interventions in water security.</p>
<p>The project will implement both the basin specific investments as well as the national investment planning. It includes a number of activities and implements investments that show readiness and are proof-of-concept and/or provide learning opportunities. The project will be flexibly designed to adapt to priorities emerging from the basin planning process, and overall support water security, climate change adaptation and preparing investments for future programmatic and larger scale investments. Several activities that are best approached through civil society initiatives and private sector (a number of activities related to agro-environment, watershed, water-saving, afforestation, irrigation efficiency improvements, tourism) will be supported through targeted and mainstreamed grant financing and sub-projects.</p>
<p>These Terms of References describe the requirements for supervision and monitoring of the two contracts <strong>(i) Priority Remedial and Monitoring/Instrumentation Works for Selected Dams in Kosovo and (ii) Supply and Installation of Early Warning and Alarm System (EWAS)</strong>.</p>
<p>The Ministry of Environment and Spatial Planning now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.</p>

<p>The Consultant is expected to fulfil the following requirements:</p>
<p>The minimum qualification criteria are:</p>
<ul>
<li>The Consultant must be an engineering consulting company with at least ten years of operation in construction supervision, by evidence from business registry</li>
</ul>

<ul>
<li>The consultant must have completed:</li>
<li>at least two contracts for supervision of construction or rehabilitation works for dams or hydraulic structures in the last ten years, of which at least one must specifically involve dam safety remedial works, dam monitoring/instrumentation, or hydromechanical equipment rehabilitation.</li>
<li>at least one contract involving supervision of the supply and installation of an Early Warning and Alarm System (EWAS), or equivalent control/alarm system for hydraulic or industrial infrastructure in the last ten years.</li>
<li>The Consultant must be certified in Quality Assurance System (ISO 9001 or equivalent).</li>
</ul>

<p>Evaluation will be based on the following criteria:</p>
<ul>
<li>Demonstrated track record in supervision of dam safety, dam rehabilitation, or similar hydraulic structure works, and dam monitoring/instrumentation works, in the last 10 years…. (40%)</li>
<li>Experience in supervision of hydromechanical equipment works (gates, valves, hoisting systems) for dams or similar hydraulic structures in the last 10 years…&#8230; (30%)</li>
<li>Experience in supervision of EWAS, or equivalent control/alarm systems for hydraulic or relevant industrial infrastructure in the last 10 years…&#8230; (30%)</li>
</ul>

<p>Key Experts will not be evaluated at the shortlisting stage.</p>
<p><strong>The Consultant will be selected in accordance with the procedures set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016, November 2017, July 2018, November 2020, September 2023, February 2025, according to selection based on Consultants Qualifications (CQ) method.</strong></p>
<p>Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.</p>

<li>The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security (FLOWS) project,24and intends to apply part of the proceeds toward payments under the contract for supply of Early Warning and Alarm System (EWAS) for Batllava, Perlepnica and Ujman Dams. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.</li>
<li>        The Ministry of Environment and Spatial Planning through the PMT for FLOWS now invites sealed Bids from eligible Bidders for supply of Early Warning and Alarm System (EWAS) for the dams of Batllava, Perlepnica and Ujman. The contract includes the supply of equipment, installation, commissioning, training of personnel, a three-year warranty period covering defects and replacement of defective equipment, and five years of preventive and corrective maintenance services for the systems installed at the three dam locations. The three-year warranty period and the five-year maintenance period shall both commence from the date of commissioning and acceptance of the EWAS system and shall run concurrently. During the first three years, warranty obligations shall cover correction of defects, replacement of defective equipment, and related remedial actions at no additional cost to the Purchaser, while the maintenance services shall cover preventive and corrective maintenance obligations specified in the contract. The Bidder shall clearly distinguish in its Technical and Financial Parts the activities, responsibilities, and costs covered under warranty from those covered under the broader maintenance services.</li>
<li>Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. <a href="http://www.worldbank.org/html/opr/procure/guidelin.html">Procurement</a></li>
<li>Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40% and for Bid cost: 60%.</li>

The Project Design and the ESIA are currently under preparation in accordance with applicable Kosovo legislation and the World Bank Environmental and Social Framework.</p>
<p>The meeting provides an opportunity to share local knowledge, identify potential environmental and social impacts and risks, and discuss appropriate measures to avoid, minimize, mitigate, or address them. Feedback received during the consultation will be documented and considered as part of the ongoing ESIA process.</p>

<p>The draft ESMP has been prepared in accordance with the FLOWS Environmental and Social Management Framework (ESMF) and applicable World Bank Environmental and Social Standards (ESSs). The document describes the proposed activities, project location, potential environmental and social risks and impacts, defines mitigation, monitoring, stakeholder engagement, grievance mechanism, and institutional responsibility measures for the implementation of the proposed works.</p>

<p>The Project Management Team (PMT) of the Fostering and Leveraging Opportunities for Water Security (FLOWS), has prepared a draft Environmental and Social Management Plan (ESMP) for the rehabilitation of priority dam safety works at Perlepnica Dam.</p>
<p>The draft ESMP has been prepared in accordance with the FLOWS Environmental and Social Management Framework (ESMF) and applicable World Bank Environmental and Social Standards (ESSs). The document describes the proposed activities, project location, potential environmental and social risks and impacts, defines mitigation, monitoring, stakeholder engagement, grievance mechanism, and institutional responsibility measures for the implementation of the proposed works.</p>
<p>The draft ESMP is being disclosed to ensure that interested stakeholders and affected communities have an opportunity to review the document and provide comments and suggestions.</p>

<li>The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security (FLOWS) Project and intends to apply part of the proceeds toward payments under the contract for Remedial Works Monitoring for 5 dams (Badovci, Batllava, Perlpenica, Radoniqi, Ujman). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,”.</li>
<li>The Ministry of Environment and Spatial Planning, through Project Management Team (PMT) of FLOWS project now invites sealed Bids from eligible Bidders for Remedial Works Monitoring for 5 dams (Badovci, Batllava, Perlpenica, Radoniqi, Ujman). The construction period is twelve (12) months maximum depending on award date, and contract completion date cannot go beyond August 31 2027. Bidders are required to have a minimum average annual construction turnover of Euro 3.8 million (Three million and eight hundred thousand).</li>
<li>The Works comprise the execution of priority remedial interventions at selected existing dams in Kosovo, including localized concrete repair and restoration works, crack sealing and injection, waterproofing and protective treatments, rehabilitation or replacement of seepage monitoring arrangements, installation of additional monitoring instruments where specified, completion, connection, testing and commissioning of existing dam monitoring instrumentation systems, and associated electromechanical and hydraulic safety system works such as pipe, valve, actuator, switchboard, and related installation or rehabilitation works where included in the Bill of Quantities. The Works are limited to the interventions specifically identified in the BoQs and technical specifications and do not include major rehabilitation of dam embankments or dam bodies unless expressly stated.</li>
<li>The contract with the winning contractor will cover the three priority dams — Batlava, Ujman, and Perlepnica. The two remaining dams, Badovci and Radoniqi, will be included subject to the availability of funds.</li>
<li>This procurement covers only the priority interventions identified by the Employer and listed in the Bill of Quantities and technical specifications. Bidders shall price only those items included in the issued bidding documents. If any item in the BoQs is identified by the Employer during bidding as non-priority or outside the intended procurement scope, such item shall be clarified through addendum and, as applicable, removed from the scope, treated as optional, or reserved for future procurement.</li>
<li>Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “<a href="http://www.worldbank.org/html/opr/procure/guidelin.html">Procurement</a> Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.</li>

<li>Bids must be delivered to the address below on or before 31 July 2026<em>.</em> Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on <strong>31 July 2026, 14.00 (local time).</strong> All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.</li>
