  1. The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security (FLOWS) project,24and intends to apply part of the proceeds toward payments under the contract for supply of Early Warning and Alarm System (EWAS) for Batllava, Perlepnica and Ujman Dams. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank\u2019s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.<\/li>\n
  2. \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Ministry of Environment and Spatial Planning through the PMT for FLOWS now invites sealed Bids from eligible Bidders for supply of Early Warning and Alarm System (EWAS) for the dams of Batllava, Perlepnica and Ujman. The contract includes the supply of equipment, installation, commissioning, training of personnel, a three-year warranty period covering defects and replacement of defective equipment, and five years of preventive and corrective maintenance services for the systems installed at the three dam locations. The three-year warranty period and the five-year maintenance period shall both commence from the date of commissioning and acceptance of the EWAS system and shall run concurrently. During the first three years, warranty obligations shall cover correction of defects, replacement of defective equipment, and related remedial actions at no additional cost to the Purchaser, while the maintenance services shall cover preventive and corrective maintenance obligations specified in the contract. The Bidder shall clearly distinguish in its Technical and Financial Parts the activities, responsibilities, and costs covered under warranty from those covered under the broader maintenance services.<\/li>\n
  3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank\u2019s \u201cProcurement Regulations for IPF Borrowers\u201d September 2023, (\u201cProcurement Regulations\u201d), and is open to all eligible Bidders as defined in the Procurement Regulations. Procurement<\/a><\/li>\n
  4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40% and for Bid cost: 60%.<\/li>\n

    1. The bidding document in English may be obtained by interested eligible Bidders upon<\/li>\n<\/ol>\n

      the submission of a written application to the address below and are free of charge. The document will be sent by email.<\/p>\n

      7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Bids must be delivered to the address below on or before 24 of August 2026, 11:00 a.m. hour. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked \u201cOriginal Bid\u201d, and the inner envelopes marked \u201cTechnical Part\u201d will be publicly opened in the presence of the Bidders\u2019 designated representatives and anyone who chooses to attend, at the address below. All envelopes marked \u201cSecond Envelope: Financial Part\u201d shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.<\/p>\n

      1. All Bids must be accompanied by a Bid Security of Euro 25,000.<\/li>\n
      2. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder\u2019s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.<\/li>\n
