The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security Project (FLOWS) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the supervision and monitoring services during the Rehabilitation and Construction Works for the Upgrade of the Water Supply System in Municipality of Gjilan. The assignment require contractors’ conformity and compliance to (i)
standards, (ii) design specifications, (iii) design modifications, (iv) quality control and assurance, and (v) performance monitoring of the executed infrastructure works during defect liability period.
The estimated level of efforts for key staff is 40 man-months and 30 man-months for non-key staff.
The Consultant shall perform the services from September 2024 until August 2025 (twelve months from the contract signing date)

The Ministry of Environment, Spatial Planning and Infrastructure now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant (Design Firm) is expected to fulfill the following requirements:
The minimum qualification criteria are:
– The Consultant must be an engineering consulting company with at least ten years of operation in construction supervision, by evidence from business registry
– The consultant must have completed two similar contracts for supervision of construction and/or rehabilitation works of water supply system: network pipelines and pumping stations in the last five years (2019-up to date).
– The Consultant must be certified in Quality Assurance System (ISO 9001 or equivalent).
Evaluation will be based on the following criteria:
Demonstrated track record of consulting services in supervision of construction works

Number of construction/rehabilitation supervision contracts for water pumping stations
and water storage tanks implemented in the last 10 years …… (25%)

implemented in the last 10 years …… (30%)
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and Aug 2018 for the supply of goods, works, and non-consulting and
consulting services setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQ) method set out in the Procurement Regulations.
