The Government of Kosovo has received financing from the International Development Association (IDA) toward the cost of the Fostering and Leveraging Opportunities for Water Security Project (FLOWS) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include engagement of an Individual Financial Management Specialist to support the Project Management Team (PMT) in ensuring financial management arrangements in accordance with the World Bank’s Procurement Regulations for IPF Borrowers’ (the Regulations), issued in July 2016, and revised November 2017.
The Financial Management Specialist will be responsible for financial planning, budgeting, accounting, disbursement, reporting, internal controls, preparation of Interim Unaudited Financial Reports (IFRs), withdrawal applications, coordination with implementing agencies (including Hidromorava), support during audits, and ensuring compliance with World Bank fiduciary requirements.
Qualifications and Experience Requirements
The Individual Consultant shall meet the following minimum qualifications:
- University Degree in Business Administration, Finance, Accounting or related field; Master’s Degree or Professional Certification is an advantage.
- Minimum three (3) years of progressive professional experience in Financial Management, Accounting, Auditing, or Bookkeeping.
- Proven experience in preparation of financial reports, payment verification, and accounting systems.
- Good understanding of government financial management and budgeting systems in Kosovo.
- Experience with World Bank or other donor-financed projects is considered an advantage.
- Strong communication and interpersonal skills.
- Computer proficiency (Word, Excel, Access).
- Fluency in Albanian and working knowledge of English; Serbian is an advantage.

The Ministry of Environment, Spatial Planning and Infrastructure now invites eligible individual consultants to indicate their interest in providing the Services. Interested candidates should submit:

Selection Method
The Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the “World Bank’s Procurement Regulations for IPF Borrowers”, issued in July 2016 and revised November 2017, financed under the IDA Credit.
The Project Finance Management Specialist will be hired as required during Project implementation and contracted until the Project closing date of 30 September 2027, with a probation period of three (3) months.
