- The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security (FLOWS) project,24and intends to apply part of the proceeds toward payments under the contract for supply of Early Warning and Alarm System (EWAS) for Batllava, Perlepnica and Ujman Dams. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Ministry of Environment and Spatial Planning through the PMT for FLOWS now invites sealed Bids from eligible Bidders for supply of Early Warning and Alarm System (EWAS) for the dams of Batllava, Perlepnica and Ujman. The contract includes the supply of equipment, installation, commissioning, training of personnel, a three-year warranty period covering defects and replacement of defective equipment, and five years of preventive and corrective maintenance services for the systems installed at the three dam locations. The three-year warranty period and the five-year maintenance period shall both commence from the date of commissioning and acceptance of the EWAS system and shall run concurrently. During the first three years, warranty obligations shall cover correction of defects, replacement of defective equipment, and related remedial actions at no additional cost to the Purchaser, while the maintenance services shall cover preventive and corrective maintenance obligations specified in the contract. The Bidder shall clearly distinguish in its Technical and Financial Parts the activities, responsibilities, and costs covered under warranty from those covered under the broader maintenance services.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. - Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40% and for Bid cost: 60%.
- Interested eligible Bidders may obtain further information from PMT, Ms. Majlinda Pruthi, Procurement Specialist, email majlindap.flows@gmail.com, and inspect the bidding document during office hours 09.00 to 16.00 at the address given below.
- The bidding document in English may be obtained by interested eligible Bidders upon
the submission of a written application to the address below and are free of charge. The document will be sent by email.
7 Bids must be delivered to the address below on or before 24 of August 2026, 11:00 a.m. hour. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Bid Security of Euro 25,000.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
